is designed to go over the end of the muffler and clamp the muffler to the exhaust pipe it slipped over. In order for the muffler clamp to be able to do this, it has to be bigger than the size pipe it is rated for, such as, a 2" exhaust clamp is made to clamp a muffler to a 2" pipe, and in order to do this the clamp will need to be actually bigger than the 2" pipe, so yes it will slip over the 2" pipe, since as I said it is made to be clamped over the muffler end and the exhaust pipe.
